지난 20일 미국에서는 개인의 의료기록에 대한 프라이버시를 보호하는 법이 발포되었다.

The new privacy regulations issued by President Clinton require most healthcare providers and insurance companies to get patients' written consent before sharing medical information -- either orally or written -- with others.
Although regulations vary from state to state many police officers need only a subpoena to gain access to medical records. Patients are not notified, and oftentimes are unable to contest the validity of a subpoena before information is released. Privacy advocates fear that police and others may use the most intimate details of a person's life -- their medical history -- as an investigational tool. For example, a police officer investigating a shooting could show up at a hospital with a subpoena and find out if anyone there had been treated for a gunshot wound.
But it could even go further than that. Worst-case scenarios, advocates say, could include a governmental entity like the Drug Enforcement Agency soliciting records of patients who had overdosed or received treatment for drugs within the last five years and conducting witch hunts with that information.
"The whole basis of all of this is trust between the physician and the patient," says Dr. Donald Palmisano. "If the patients of America believe their records will be subject to review by government agencies, police and attorneys without their consent, the trust will diminish. Patients won't tell doctors the sometimes embarrassing things we need to know to make the diagnosis and decide on the best treatment," he says.

Clinton 대통령이 발표한 새로운 프라이버시에 관한 규정은 대부분의 의료기관 및 보험회사들이 환자에 관한 의료기록을 제 3자에게 넘기기 전 그 환자의 구두나 서면에 의한 동의를 구하도록 요구하고 있다.
주마다 규정이 다르지만 대부분의 경찰들이 의료기록에 관한 자료를 얻기 위해서는 소환장만 발부 받으면 된다. 환자들은 이에 대한 통보를 받지 않으며, 자료가 공개되기 전 소환장의 합법성에 관해 항의를 할 수 없는 경우가 종종 발생한다. 프라이버시 옹호자들은 경찰 및 타인들이 한 개인의 신상에 관한 가장 상세한 내용인 의료기록을 조사의 수단으로 이용할 것을 염려하고 있다. 예를 들어 총기사고를 조사중인 경찰이 소환장을 가지고 병원에 나타나 총상으로 치료 받은 자가 있는 지를 캐 낼 수 있을 것이다.
그 정도는 약과일 수도 있다. 옹호자들에 의하면, 최악의 시나리오는 약품단속청 과 같은 정부기관이 지난 5년 동안의 약물 과잉복용자 나 마약복용으로 치료를 받은 환자들의 기록을 얻어 그 정보를 이용하여 범법자들을 색출해내는 경우도 있을 수 있다고 한다.
"이 모든 것의 기초는 의사와 환자 사이의 신뢰감입니다,"라고 Donald Palmisano박사는 말한다. "미국의 환자들이 본인의 동의 없이 자신들의 기록이 정부기관이나 경찰 및 검사의 조사를 받게 될 것이라고 믿으면, 그들의 신뢰감은 감소 될 것입니다. 환자들은 우리 의사들이 진단을 하여 최선의 치료법을 결정하기 위해 알아야 하는 때로는 당혹스러운 사실들을 숨기게 될 것입니다,"라고 그는 말한다.

마찬가지 요령으로 "interview"는 "inerview"(이너뷰)로, LA근처의 "Orange County"는 "Orange Couny(카우니)"로, "interesting"은 "ineresting(이너-)"로, "centerfield"는 "cenerfield(세너-)"등으로 발음합니다. 이런 발음을 소위 미국 본토 "빠-다"바른 발음이라고 하지요.
처음에 흉내내려면 어색하겠지만 이것에 익숙해지지 않으면 본토인들과의 대화에 어려움을 겪게 될 것입니다.
