New York is about to become the first state to drivers from using hand-held cell phones. Correspondent Michael Gromley reports from Albany that the state assembly approved the bill Monday night and the state's senate had already done so. Supporters of the bill would say the significance is that this is the first time a state has taken on a statewide effort to have one law that would , severely restrict the use of cell phones while people are driving.
